It's just straight up bad practice to make gameplay changes before a tourney. No serious competitive game should consider doing it unless the situation is ridiculous (i.e. Signet of Might). Sin split is very lame, but it's not a that bad.
I don't know your gaming background or if you are a particularly competitive player, but based on my experience I can't fault ANet at all for not releasing a balance update yet. I might start getting a little edgey if there isn't one very soon after the mAT though...

When you start shifting the line and creating grey areas people will start to get annoyed. You can't bend rules based on opinion.

He's in HGH currently, former Call.
I don't think he's been competitive in any games other than GW, though I could be wrong on this point.

Skullclamp dominated US Nationals the day before it was banned in Standard (an action decided a month earlier, enacted solely so it would not interfere with high-level competitive play).
If a game like M:tG doesn't ban ultra-gay shit during a tournament season, I doubt Guild Wars will.
